Best Primary Schools 2024 (by popularity)

This is our 2024 updated ranking of the best primary schools in Singapore.

All 180 primary schools are ranked by their “subscription rates” in Phase 2A and Phase 2B. If a school has a subscription rate of 2, it means that the number of applicants to the school is 2x that of places available. A number above 1 means that the school is oversubscribed.

In years prior to 2022, there were phases 2A1 and 2A2. But MOE decided to combine the two phases into a single Phase 2A.

Phase 2B application has concluded at the end of July this year. This phase was open to parents who are (1) school volunteers having served more than 1 year with at least 40 hours clocked, (2) endorsed church members or clan members directly connected to the school, or (3) endorsed active community leaders (e.g. RC chairman, etc).

No Balloting in 3 Oversubscribed Schools in Phase 2A

This year, 38 schools were oversubscribed in Phase 2A, but only 35 conducted ballots. The 3 schools that did not conduct ballots were Fengshan Primary School, Punggol Green Primary School and West Spring Primary School. The reason cited was:

This school only has places for Singapore Citizen children … (residing within 1 or 2 km of the school)

No Balloting in 4 Oversubscribed Schools in Phase 2B

Similarly, even though 30 schools were oversubscribed in Phase 2B, only 26 conducted ballots. The 4 schools that did not conduct ballots were Pasir Ris Primary School, Red Swastika School, South View Primary School and St. Anthony’s Primary School.

The reasons for not conducting a ballot were largely the same. Priority admission into an oversubscribed school is given in this order: Singaporeans living within 1km of the school, Singaporeans living between 1km and 2km of the school, then Singaporeans living further than 2km from the school. They are followed by permanent residents in the same distance groups.

In the ranking list below, the first number is the number of applicants for Phase 2B. The second number is the vacancies. In brackets is the average subscription rate over the 2 phases. The schools in bold are the ones which were oversubscribed in Phase 2A, which gives an indication of how popular the schools are among alumni parents and “connected” parents who are in the school advisory/management committees or are staff members. Finally, scroll to the bottom of this article to see the list of affiliations. Some primary schools have affiliations with associated secondary schools. Pupils from such primary schools enjoy a certain advantage in the secondary school posting exercise after PSLE.
