All civil servants will get a total of 2 months of bonus at this year end, according to this PSD press release.
Civil servants to get year-end AVC of 1 month. Lower-wage civil servants to get minimum year-end AVC of $1,800.
This bonus consists of the standard one-month NPAA (which is commonly called the “13th month bonus”) and 1 month of AVC.
Both the Non-Pensionable Annual Allowance (NPAA) and Annual Variable Component (AVC) will be paid in December.
This year’s bonus also has a minimum AVC payment for low-wage civil servants, set at $1,800. This means low-wage officers will get at least $1,800 for their year-end AVC.
If you include this year’s mid-year bonus of 0.5 month, all civil servants will be getting a total bonus of 2.5 months for the entire 2018, excluding performance and other additional bonuses. (We understand that some civil servants can additionally receive up to 2-3 months of performance bonus, typically awarded in March. This means they get up to 5-6 months of bonuses in total. This year’s total bonus (excluding performance bonus) is the same as last year’s AVC + NPAA, which in turn was 0.55 month more than 2016’s total bonus of 1.95 months.
